Frostburg outlines plans to fill the role of administrator

Jan. 11—FROSTBURG — The city of Frostburg has outlined plans to fill its soon-to-be vacant role as city manager.

Elizabeth Stahlman will leave the post on January 31 to take a position as the Tri-County Council’s executive director for Western Maryland. She has been administrator since April 2019 and previously served as the city’s community development director.

“I will always look back fondly on my time with the city and the many friendships that were made,” Stahlman said Friday.

“I am excited to start in a new role, but change will be good for Frostburg and I look forward to seeing what comes next.”

Public Works Director Hayden Lindsey will serve as acting city manager beginning Feb. 1, while project manager Lydia Claar will serve as deputy city manager.

Both officers will also retain their current roles.

The city also announced plans for a national recruitment to fill the position permanently.

“The hiring process is expected to take several months,” the city said in a news release Thursday.

Stahlman said her greatest achievement was helping orchestrate the completion of the $2.8 million Frostburg Municipal Center, in addition to numerous infrastructure improvements.

“I cannot thank the commissioners, Mayor Todd Logsdon and former Mayor Bob Flanigan enough for their support, respect and trust over the past 5.5 years,” she said.

Lindsey said he is sad to see Stahlman leave the position.

“Losing someone like Elizabeth Stahlman is tough, and replacing her is not possible; she is one of a kind as a leader,” he said. “Elizabeth has brought so much to the town of Frostburg.”

Lindsey said Stahlman left behind a “healthy culture” and an “effective company” that will continue beyond her tenure.
