Oct. 23—WALKER — Level 3 sex offender Thomas Edward Strong moved to the area of Shing Wauk Drive NW near Walker on Oct. 18, according to a release from the Cass County Sheriff’s Office.
The press release states that Strong “had sexual contact with known male and female children. Contact included penetration. Strong used his established trusting relationships to access and exploit uncontrolled contact. He used manipulation and coercion in an attempt to maintain control. “
These crimes were investigated by the Bemidji Police Department, and Strong served his sentence and was released on April 18, 2016.
Strong is 35 years old, 6 feet tall, and is described in the release as having black hair and brown eyes.
As a Risk Level 3 offender, Strong is subject to community notification under Minnesota Statutes 244.052 and 253D. These laws allow law enforcement agencies to release information about individuals convicted of sex crimes or predatory crimes to the public, in the belief that “release of information will enhance public safety and protection.”
Law enforcement officials emphasize that this notice is intended to increase public awareness and not to incite fear, and that the Cass County Sheriff’s Office “may not determine where this individual may or may not live, nor may this agency determine where he/she works or going to.” school.”
