News Center 7 reported this earlier that 36-year-old Santiago Elias Alafaro Munoz was shot and killed by two Whitehall Division police officers on April 19.
Officers reportedly heard gunfire coming from the area of East Main Street and South Hamilton Road around 2 a.m
At the same time, officers were alerted to gunshots in the same area by the city’s gunshot detection system.
Police arrived at an area parking lot and observed a parked silver SUV and a dark-colored SUB leaving the area.
Officers approached the silver SUV and found Munos and 35-year-old William Morales Villatoro in the front seats.
Police said there was a language barrier between the officers and the two men in the vehicle.
While trying to talk to the men, officers reportedly found a gun in the SUV.
Officers then told the men in English and Spanish to raise their hands, police said.
Villatoro, who was the driver of the SUV, complied, but police said Munoz did not comply.
Camera images were obtained in the police body by WBNS-10 TVone of the officers was heard telling Munoz several times to raise his hands, but Munoz appeared to ignore him.
The officer then opened Munoz’s door. A second later, Munoz was seen reaching for the center console.
Police say Munoz stormed back at the officer, but that was not clearly visible in the video.
At that point, both officers fired shots at Munoz, with one of the bullets hitting him in the head.
They attempted life-saving measures on Munoz before he was turned over to medics and taken to Mount Carmel East Hospital, where he later died.
It is unclear how many times he was shot.
Police found four guns in the SUV and Villatoro was arrested on one misdemeanor charge of improper use of a firearm in a motor vehicle.
The grand jury found that the officers had committed no crime and that there was no unlawful killing at the time of the incident.
