Leroy Jethro Gibbs shot and killed Reynosa cartel member Pedro to take revenge for the murder of his family members.

In Episode 9, the team prepares to solve the disappearance of a woman, whose case is later surprisingly linked to Gibbs’ past. The team goes to the Tijuana nightclub and learns the involvement of the Reynosa Cartel (whose dealer Pedro killed Gibbs’ family).

They began to suspect that the cartel, which is involved in kidnapping and human trafficking, might be behind the missing woman’s case. Their suspicions are confirmed when they find the woman there. Gibbs and Lala, with the help of the Tijuana police, rescue the woman from the cartel.

Later, in a one-on-one conversation between Lala and Gibbs, the former reveals that he is guilty of not prosecuting Pedro sooner. Gibbs has a big secret that he won’t reveal to anyone, not even Lala. He knew the cartel leader was responsible for the deaths of his wife and child. So he takes care of him by shooting him dead before joining the investigation team.

Even though he had the chance to tell his secret to Lala, he decided against it. However, he had his reasons for it, according to co-creator David J. North. He said:[Gibbs] had the chance to tell her what he did, but he chose not to. Gibbs has to dig a hole to get her to believe again that he is someone she can trust completely. (via the cover)
