The Brockton City Council passed new laws against camping and loitering on Tuesday. The rules establish a process for removing homeless encampments from public land and impose fines that can lead to jail time. Brett Ferreira, a homeless man who came to City Hall to protest the measures, was unimpressed. He called imposing fines and arrests the “laziest option you can take.” City councilors who supported the new rules pushed back on the idea that they criminalize homelessness.
