The former director of Westmoreland County’s purchasing department charged with theft

A former Westmoreland County employee is facing charges after police say he stole time and tricked employees into doing the same.

On Wednesday, the Westmoreland County District Attorney charged Kristopher Cardiff of Trafford. He was the former director of the province’s purchasing department.

Investigators said he instructed another employee to change pay hours.

Between August 2023 and August 2024, an additional half hour of paid time was added to the purchasing department’s payroll.

A typical day lasted 6.5 hours with an hour’s unpaid lunch break. Records show the department was logging 7 hours.

Cardiff submitted a proposal to change working hours from 6.5 to 7 in July 2023, but the salary board did not approve this. Police said they found an email exchange between Cardiff and Human Resources in which he specifically said the request was not allowed.

He received nearly $5,400 of the $9,811.31 paid to the purchasing department during the year. A second employee received $3,600 and four others received significantly less.

The employee who made these changes said she was specifically instructed by Cardiff to do so as part of a two-week word study into the extension of hours and was required to continue to do so under his instruction.
