Houston police suspended more than 260,000 investigations between 2016 and 2023 due to a lack of staff. Now, department leaders say they will try to catch up on those investigations, particularly the 4,017 rape cases that have been put on hold. Police officials said they didn’t realize how often the tag “SL,” for “Suspended–Lack of Personnel,” was applied to cases until a September 2023 home invasion and sexual assault. Physical evidence found at that crime scene matched a rape kit from a September 2022 assault. Detectives discovered the earlier case was marked SL even though the victim had given police the name, description and vehicle description of her attacker.
