EU foreign policy chief calls Kursk offensive ‘heavy blow’ for Putin

European Union Foreign Minister Josep Borrell on Wednesday called the Ukrainian offensive near Kursk a “heavy blow” for Russian President Vladimir Putin.

Borrell also appeared to advocate lifting territorial restrictions on Ukraine’s use of Western arms supplies. Some donor countries have insisted that their weapons be used only on Ukrainian territory.

Borrell wrote in X: “Ukraine’s Kursk offensive is a heavy blow to Russian President Putin’s narrative.”

He added: “Lifting restrictions on the use of resources against the Russian military engaged in aggression against Ukraine, in accordance with international law, would have several important effects,” including strengthening Ukrainian self-defense, saving lives and advancing peace efforts.

“The EU fully supports Ukraine in its fight against Russian aggression,” Borrell said.
