A 62-year-old Montgomery County man has admitted to voter fraud after registering to vote at three locations and casting five ballots in the 2020 and 2022 elections.
Huntingdon Valley resident Philip C. Pulley entered a guilty plea Sept. 25 to double voting, election fraud and false registration to vote before U.S. District Judge Mitch Goldberg in Philadelphia. He is expected to be sentenced next year and faces a potential maximum sentence of 15 years in federal prison and a fine of up to $250,000.

A federal investigation found that Pulley registered to vote in 2018 in Lighthouse Point, Broward County, Florida, where he owns a home, even though he had been registered to vote in Montgomery County since 1996.
In 2020, Pulley used a false residential address and Social Security number to register to vote in Philadelphia, where he requested a mail-in ballot to participate in the general election.
Pulley also applied for and cast a mail ballot in Broward County in November 2020. He also voted in person in Montgomery County, the state said.
A spokeswoman for the U.S. Attorney’s Office did not immediately respond to an email Thursday asking whether Pulley voted by mail in Philadelphia in the 2020 presidential election.
Pulley also admitted to voting three times in the 2022 midterm elections, first casting an early ballot in Broward County and then voting in person five days later in Montgomery County and Philadelphia.
Montgomery County voting records show that Pulley was a registered Republican between 2020 and 2022 and that he voted in person in those elections.
Last year, Pulley changed his party registration in Montgomery County to Democratic and voted by mail in the 2023 municipal election, according to a Sept. 23 voter filing from the Pennsylvania Department of State.
State voter records show that Pulley registered as a Democrat in Philadelphia in February 2020. He voted by mail in the 2021 and 2023 municipal elections and in person in 2022.
Florida voter registration records show that Pulley registered as a Republican in 2018.
There is no record of him voting in Montgomery County or Philadelphia in 2024.
