Hairdresser accused of arson in an attempt to advance business interests

SHOREVIEW, Minn. — A man was sentenced to probation and restitution Friday for setting a fire at a barbershop in Shoreview.

Dennis Manning will be placed on two years of supervised probation and must pay $5,475 in restitution, according to court records. He was also given a three-day prison sentence, which was suspended.

Manning pleaded guilty to negligent fire in March. First- and second-degree arson charges against him were dropped as part of a plea agreement.

The fire occurred at Pauly Ray’s Sports Barbershop on November 29, 2023.

According to a criminal complaint, Manning was seen on surveillance video setting fire to a rag inside the store. Authorities arrested Manning at the scene and found a lighter on him.

WCCO profiled Manning shortly before the fire, when his landlord informed him he had 45 days to vacate the space at Sportsmen’s Barbers, Manning’s store in Columbia Heights.

Manning told police that the owner of Paul Ray’s planned to move the store to Columbia Heights, according to the complaint. The owner said Manning repeatedly asked about moving the store to Columbia Heights, but the owner had no plans to do so.
