Morgantown man charged with stalking victim with protective order

Sep. 12—A Morgantown man was charged Thursday in Monongalia County Superior Court with stalking or intimidation in violation of a protective order. The order was issued in response to domestic violence and property destruction charges filed in May.

According to a criminal complaint, Philip Owusu Adarkwah, 24, was arrested on May 4 and later pleaded guilty to domestic violence and destruction of property. The victim of his crimes filed a motion for a domestic violence protective order that is valid until Dec. 4, 2024.

Since then, the victim has contacted police four times for violating the order, including a fifth time earlier this week.

Court documents show that on June 3, the victim claimed that Adarkwah had fraudulently accessed a credit card in her name.

Seven days later, on June 10, the victim claimed he drove through her neighborhood and made contact with her. Officers with the Monongalia County Sheriff’s Department were able to confirm this after being made aware of an interview conducted by WVU student conduct, in which Adarkwah allegedly admitted to the incident.

In early August, Adarkwah was arrested by Officer Decastro of the Morgantown Police Department after a witness confirmed he had spoken to the victim at the Walmart on Retail Drive.

Following a September 5 hearing for himself and the victim, Adarkwah was spotted waiting outside the courthouse despite orders not to have contact with the victim or follow her.

About 45 minutes later, the complaint states, he showed up at the same restaurant as the victim, and another witness corroborated the story.

On September 8, the victim had to call police after her security cameras captured a man trying to enter her home through a window, the same method Adarkwah used in the first domestic incident.

The man, identified by the victim as Adarkwah, then removed the lug nuts from the passenger side of the victim’s vehicle, but left the wheels in place.

Deputy Watkins stated in the complaint that he was also aware of a motion Adarkwah had filed to legalize contact between him and the victim. He allegedly received text messages in which Adarkwah admitted to wanting to talk to the victim while he was messaging her friends.

Adarkwah was arraigned Thursday morning and bail was set at $75,000.
