A police captain was criminally charged after an incident in a park in which witnesses allegedly saw him choke a woman while he was off duty, originally reported by our news partner WCPO Cincinnati.

Capt. Brian Norris has been charged with assault and disorderly conduct, Cincinnati police say. Norris’ police powers have been suspended pending the outcome of the case. In the meantime, he will carry out administrative assignments.

“I stand by my decision to have an outside agency investigate this situation,” said CPD Chief Teresa Theetge. “It is imperative that there is a fair and impartial investigation if any senior member of our organization has engaged in misconduct. Captain Norris is entitled to a fair trial and we will await the outcome of this case.”
Norris has been under investigation since October 24 following reports of the alleged attack at Washington Park. The incident was captured on video by a witness.
In an incident report prepared by Cincinnati police on the alleged attack, an officer wrote that witness Norris dragged the victim from a vehicle “while putting her in a chokehold. The witness stated that the suspect sat on top of the victim and continued to strangle the victim with his hands.”
The report also says the alleged victim told responding officers she would only speak if police body cameras were turned off. Documents say she told officers, “He’s CPD.”
