A new small-scale residential development could be headed to the north side of downtown Wilmington.
Four tracts of vacant land, which sold for $530,000 on Dec. 20, 2024, according to New Hanover County property records, could soon be the site of residential units.
A formal application filed with the city outlines details of what is planned for the property along McRae Street.

Where is the property located?
Site plans were submitted for approximately 0.57 acres at 510 and 516 McRae St. in Wilmington. The property is currently zoned R-3 for a mixed-use, medium-density residential district.
Who owns the land?
The property owner is listed as Robert Mortensen II of Florida.
The project’s applicant is Branch Smith of Dogwood Land Development and the developer is Joe Cebina of TBM Partners LLC.
What is currently on site?
Currently, the site is vacant, with a dirt driveway and vegetation that will need to be removed prior to construction, according to site plans.
What is being built?
Three town houses of 5 meters high and three floors are planned for each plot, with a total of six buildings. The townhomes will each house two to three bedrooms per unit and a garage.
Both lots, each 12,385 square feet, will also include an asphalt pavement with parking, a permeable grid with stone for additional overflow parking, a fenced area for city waste and recycling carts, and garden space. The development will also retain some of the existing trees on site for privacy buffering.
The townhomes will be located 10 feet from McRae Street. A six-foot wooden privacy fence surrounds the rear half of both properties, separated by an asphalt driveway.
In total, the site will include 4,860 square meters of impervious roofs, 4,720 square meters of new impervious driveway and parking and 2,600 meters of permeable gravel parking spaces.
The properties are surrounded by existing commercial and residential space, with the 516 McRae property bordering a three-metre private alley.
What is the project status?
In early January, the City of Wilmington listed the project status as under compliance review.
