GREEN BAY – A 43-year-old Texas man who had online conversations with an Appleton woman about child sex abuse was sentenced Tuesday to 20 years in prison.
Bobby Matjeka of San Antonio, Texas, pleaded guilty in August in the U.S. District Court for the Eastern District of Wisconsin to one count of knowingly receiving child pornography.
The 20-year prison sentence was the maximum sentence Matjeka could receive, court records show. He faced a mandatory prison sentence of at least five years.
According to court records, Senior U.S. District Judge William C. Griesbach sided with the prosecution’s recommendation to impose the maximum prison sentence, while Matjeka’s attorney asked for a 14-year sentence.
After Matjeka’s prison sentence, he will be on supervised release for fifteen years. He must also register as a sex offender under state and federal law.
According to court records, Matjeka had an online relationship with Charlotta Belgum, 38, of Appleton, between December 2021 and May 2022. During their relationship, the two exchanged child pornography and had conversations about child sexual abuse.
In June, Belgium was also sentenced to 20 years in prison for making pornographic images of a child.
At Matjeka’s sentencing, Griesbach called his offense “deplorable and despicable,” according to the U.S. Attorney’s Office for the Eastern District of Wisconsin.
The case was brought forward as part of the U.S. Department of Justice’s Project Safe Childhood initiative. It was investigated by the Wisconsin Department of Justice Division of Criminal Investigations and the Appleton Police Department, with assistance from the Department of Homeland Security field offices in Milwaukee and San Antonio.
