Pennsylvania State Police offering ,000 reward for information leading to arrest in shooting, two-car crash

Pennsylvania State Police are releasing more information about a shooting that led to a two-car collision on northbound I-476 ramp from northbound I-95, killing two men Last Friday night in Ridley Township, Delaware County.

During a press conference in Media On Friday morning, state police announced they were offering a $4,000 reward for information leading to the arrest of the person or persons responsible for the deaths of the two men.

According to state police, the shooting and fatal crash is believed to have happened between 9:30 and 10 p.m. on Friday, September 13.

Police are asking anyone who was driving on I-95 North that night or turned onto I-476 North and may have witnessed the crash to contact them. Authorities urged any drivers in the area that night who had dash cams or cameras in their vehicles, even if they don’t think they captured the crash, to contact police in case it could lead to a license plate or description of the vehicle.

State police reported Friday evening on the events leading up to the accident.

A man named Joshua Waltz was driving north on I-95 when he hit some debris on the road and got a flat tire. Waltz pulled his car onto the right shoulder of I-476 north, got out of his car and went behind it.

At the same time, another car, driven by Clinton Martin, 29, was traveling on I-95 on his way home from work when someone shot at his car, hitting him in the neck as he was driving. According to police, Martin’s car then lost control and hit the back of Waltz’s vehicle.

Both men died in the crash, police said.

“The actions of the individual who shot at Mr. Martin’s vehicle contributed to and caused the senseless deaths of two men. Two men who did not even know each other. Two men who were driving home and going about their business,” said Lt. Jonathan Sunderlin.

During the press conference, Martin’s mother, sister and stepfather expressed their wish that someone would come forward and that they were saddened by the loss of their loved one, who passed away far too early.

Martin’s stepfather, Frederick Newton, described the 29-year-old as a hardworking man who started as a cashier at Dollar General and worked his way up to manager. His family said Martin had worked at Dollar General in Clifton Heights.

State police believe the shooting occurred shortly before the crash, either just before Martin entered 476 North or while he was on the exit ramp.

The reason for the shooting is currently unknown, but police are not ruling out any motive.

“The longer this person is out there, the greater the risk to the public. Someone with that mentality, where he feels like he can just shoot at another car … is dangerous to everyone,” Sunderlin said.

Waltz’s family was too distraught to speak to CBS News Philadelphia. Police said Waltz and his fiancée had a 5-month-old baby.

Anyone with information about the crash is asked to contact PSP Media at 484-840-1000. All callers will remain anonymous.
